The ‘human face’ of Budget 2016-17


With an eye on the upcoming elections in different States, Union Finance Minister Arun Jaitley has declared that he is presenting a Budget that provides “additional resources for vulnerable sections, rural areas and social and physical infrastructure”. But since aggregate expenditure in nominal terms is slated to rise by just 10.8 per cent between this financial year and the next, that seems difficult to believe.
Consider, for example, the scheme that even the National Democratic Alliance government declares as being one of its flagship programmes for the poor: the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). It is widely known that over the last two years, that scheme has been slipping in terms of both resource allocation and man-days of employment generated. The number of man-days of employment provided was down to less than 40 per household, as compared with the promised 100. Moreover, many workers have not been paid, with large accumulated arrears. What was needed, therefore, was a substantial step-up in allocations. But the Budget for 2016-17 provides just Rs.38,500 crore for the programme, which is not much higher than the revised estimate for the poor performance year 2015-16. If we take account of the arrears from the previous year that must be met, the allocation for the coming year on a programme which is known to positively affect the poor and the vulnerable would, in all probability, fall.
Inadequate resources

In many cases, the figures quoted in the Budget speech to back its welfare thrust are misleading, to say the least. The government has declared that it would double the income of farmers by 2022. In pursuit of that goal, the Finance Minister has provided a total allocation for Agriculture, Cooperation and Farmers’ Welfare (ACFW) of Rs.35,984 crore. On the surface, this seems to be a huge increase in the allocation for this sector when compared to the revised estimate of Rs.15,809.54 crore for 2015-16. But that is a result of a change in classification. The Budget Estimate for 2016-17 includes Rs.15,000 crore for “interest subsidy for short term credit to farmers”. This head earlier appeared as part of the demand for grants of the Finance Ministry, and its inclusion inflates the ACFW figure for 2016-17. Adjusting for that, the nominal increase in allocation to “farmers” is just 33 as opposed to the impressive 128 per cent.
In some areas with welfare implications, such as health and family welfare and school education and literacy, the incremental spending projected for 2016-17 is not much above the difference between the revised estimate for 2015-16 and the actuals for 2014-15. While health insurance schemes for the poor are welcome, they do not make up for the gross inadequacy of spending in these areas. In the case of women and child development, where spending fell by Rs.1,188 crore in 2015-16 relative to 2014-15, the budgeted increase in spending in 2016-17 is just Rs.56.23 crore. As a result, spending on the all-too-important Integrated Child Development Services, which fell from Rs.16,415 crore in 2014-15 to Rs.13,636 crore in 2015-16, is now budgeted to receive only Rs.15,873 crore.
In sum, while the rhetoric is pro-farmer and pro-poor, inadequate resource mobilisation and an obsession with fiscal deficit targets ensure that the government cannot give its growth strategy a much-needed human face.

Technology key to reaping gains in farming: VC


Addressing participants during a two-day training programme in high-tech farming here, the Vice Chancellor said efforts to enhance productivity and combat the challenges of climate fluctuations would not succeed unless appropriate technology was employed. “Technological advancement is vital to the progress of the agriculture sector. At the same time, an imperfect or inappropriate step will do more harm than good. Therefore, the competence of the scientist, harnessing of technology in real conditions and ensuring its efficacy are extremely important.
KAU always ensures efficacy of its technologies before transferring them to the farming community. The recognition and acceptance of hi-tech farming models propagated by KAU are proof for this,” he said.
In her presidential address, Director of Extension Dr. P.B. Pushpalatha said the University was helping farmers and agri-entrepreneurs with advanced technologies to enable them to achieve success in their endeavours. “We have developed a series of training modules to suit various stakeholders to ensure successful transfer of technology,” she added. ESAF Director George Thomas honoured Associate Professor Dr. P. Suseela for her services to popularise hi-tech farming on the occasion.

Sericulture farmers disappointed as import duty on raw silk remains untouched

Sericulture farmers in Karnataka, India’s leading raw silk producing State, are disappointed over the Union Budget’s failure to increase the customs duty on import of raw silk.
The customs duty on imported silk, which used to be around 30 per cent a couple of years ago to ensure that the price of indigenously produced silk remained competitive in the market, had been brought down to 10 per cent, affecting a large number of sericulture farmers.
At reduced import duty, the superior quality Chinese silk is available at a low rates, which pushes indigenously produced silk’s price further down.
“Sericulture farmers are already facing a tough time. We were looking forward to an increase in customs duty to the earlier 30 per cent so that Chinese silk becomes expensive for the powerloom weavers,” said Channegowda, a sericulture farmer in Kempayyanahundi village in Mysuru district’s T. Narsipur taluk.
Not only is the cost of producing silk in China less, even the quality is superior, retired Deputy Director of Sericulture Department N.Y. Chigari told The Hindu .
Soon after the Narendra Modi government came to power, the import duty was brought down to 5 per cent, but it was increased to 15 per cent subsequently, only to be brought down to 10 per cent.
While Chinese raw silk, having a longer unbroken filament than Indian silk, is available at Rs. 3,000 a kg, indigenously produced silk varies from Rs. 2,100 to Rs. 2,400 a kg, Mr. Chigari further added.
“At current prices, the decrease in import duty from 30 per cent to 10 per cent has made Chinese silk cheaper by Rs. 600,” he added.
However, a large number of weavers and power looms in Uttar Pradesh, Rajasthan and Gujarat are dependent on Chinese silk for manufacture of silk products including garments.
Meanwhile, Director of Central Sericultural Research and Training Institute (CSR&TI) V. Sivaprasad said there had been no difference in the quantum of import and export of silk from India over the last year.

New commodity derivative options likely from SEBI


Commodity market participants say that the government statement will only increase the pace at which SEBI will work toward introducing new products that may include options contracts, index-based products and also weather derivatives. Participants have been demanding more products to further deepen the segment that currently has only future contracts for trading.
“I think options contract is the most immediate product that SEBI could look at allowing. The regulator could start with a plain vanilla options contract. Thereafter, it could look at trading in commodity indices as well,” said Girish Dev, managing director and chief executive officer, Geofin Comtrade Ltd.Given SEBI’s track record, it will be safe to introduce products like options, weather derivatives and index-based trading products,” said Naveen Mathur, associate director with Angel Broking Ltd.P.K. Singhal, joint managing director, MCX, said he was hopeful that in the next financial year, SEBI will allow products such as options and trading in indices and intangibles.
Samir Shah, managing director and chief executive officer, NCDEX says that introduction of new derivative products is a positive step for the development of the commodity markets that will help expand the product basket and make it attractive for new participants.
Mr Singhal, however, added that he was disappointed that the government did not accede to the industry’s long pending request for reduction, if not the elimination, of commodity transaction tax (CTT), which is levied on all non-agricultural commodities. The CTT has increased the cost of trading in India , he said.

Cheap agriculture loans to cushion impact of weather shocks, droughts



Farmers can continue to get cheap farm loans with finance minister Arun Jaitley raising the target for loan disbursal to them to Rs 9 lakh crore.
Special focus has been given to ensure adequate and timely flow of credit to farmers, Jaitley said, adding, “Against the target of Rs 8.5 lakh crore in 2015-16, the target of agricultural credit in 2016-17 will be an all-time high of Rs 9 lakh crore.”
An aggressive farm credit policy is aimed at putting cash into stressed farmhands and cushioning the impact of weather shocks and crippling droughts.
In fact, the target for farm loan disbursal has been raised consistently. For example, in 2010-11, the loan target was raised by more than 15% at Rs 3.75 lakh crore, as against Rs 3.25 lakh crore in 2009-10.
To reduce the burden of loan repayment on farmers, the finance minister said a provision of Rs 15,000 crore has been made in the budgetary estimate of 2016-17 towards interest subvention.
Jaitley said the government has provided a path-breaking crop insurance scheme — Prime Minister Fasal Bima Yojana — for which Rs 5,500 crore has been allocated for effective implementation in 2016-17.
The new farm insurance scheme does away with clumsy procedures of existing plans that are so complex that they have only served to chase farmers away. Only about 5% farmers take insurance in areas where it is available, a low penetration that shrivels farm incomes during droughts, hailstorms and unseasonal rains.
The new scheme fixes farmers’ share of premium at 1.5% for winter-sown crops and 2% for summer-sown crops. For cash crops and horticulture crops, it is 5%. The rest will be borne by the government. This is cheaper than current rates.

Major push to farm sector through new schemes, higher outlay



Amidst rising rural distress induced by two successive droughts, the Modi Government has stepped up its focus on the farm sector with higher allocation and announced its intent to re-orient its interventions with an aim to double the farmers income by 2022.
Finance Minister Arun Jaitley made an allocation of Rs. 35,984 crore for agriculture and farmers welfare, and raised the farm credit target to an all time high of Rs. 9 lakh crore for the financial year 2016-17. The farm sector focused announcements assume significance ahead of the upcoming Assembly elections in five states.
“We are grateful to our farmers for being the backbone of the country’s food security. We need to think beyond food security and give back to our farmers a sense of income security,” Jaitley said.
Other major allocations include - the Rs. 15,000 crore for interest subvention on agriculture credit, Rs.5,500 crore for implementing the new crop insurance scheme - Pradhan Mantri Fasal Bima Yojana and Rs.900 crore for creating a price stabilisation fund for pulses.
Jaitley said his government intends to address the issues of optimal utilisation of water resources, augment irrigation infrastructure and enhance the market access to the farmers.
FDI in marketing of food products
Besides announcing 100 per cent foreign direct investment (FDI) in the marketing of foods products manufactured in the country, the Finance Minister said the unified agriculture marketing scheme that envisages a common e-market platform will be launched on April 14, and soil health cards will be provided to all 14 crore farm holdings by March 31, 2017.
A dedicated long-term irrigation fund will be created in Nabard with an initial corpus of Rs. 20,000 crore to build irrigation facilities.
Stating that irrigation was critical in increasing agriculture productivity, Jaitley said the Pradhan Mantri Krishi Sichai Yojana has been strengthened and implemented in mission mode. About 28.5 lakh hectares will be brought under irrigation under this scheme.
Further, Jaitley also said that 89 irrigation projects, that have been languishing, will be fast tracked that will help irrigate 80.6 lakh hectares.
"These projects require Rs. 17,000 crore next year and `86,500 crore in the next five years. We will ensure that 23 of these projects are completed before 31st March, 2017," Jaitley said.
On foodgrain and pulses procurement, Jaitley announced three new initiatives, including the start of online procurement system by the Food Corporation of India.
"This will usher in transparency and convenience to the farmers through prior registration and monitoring of actual procurement," Jaitley said. States will be encouraged to take up decentralised procurement.
Organic farming
The budget also made a provision of Rs. 412 crore for promoting organic farming in the rain-fed areas, which account for nearly 55 per cent of the country's arable land. The ‘Parmparagat Krishi Vikas Yojana’ will bring 5 lakh acres under organic farming over a three-year period.
Also, a value chain based organic farming scheme called 'Organic Value Chain Development in North East Region' will focus on the value addition so that organic produce grown in these parts find domestic and export markets.

Thrust on agriculture a positive move

MUMBAI: Industrialists across the board have given their reactions to the Budget.


Chairman and Managing Director of Eco Recycling Limited B.K. Soni said, "This is one of the finest Budgets where the importance is given to circular economy by increasing the power of buying, in hands of the poorest of the poor farmers, other low income group and the increase in the opportunities for the employed and unemployed youth by having an access to the financial and other resources, thereby creating more thrust will give E-Waste more boost to the industry, environment and employment"


Metal Recycling Association of India (MRAI) president Sanjay Mehta said, "The Budget has brought down the customs duty on imports of brass scrap from 5% to 2.5%, which will help the brass scrap users for metal recycling. But the duties on imports of other categories of scrap such as steel scrap, stainless steel scrap, zinc scrap, lead scrap, aluminum scrap, copper scrap have not been reduced. For instance, Indian metal recycling industry imports 100% of its stainless steel scrap requirements and the industry was demanding to reduce the duty from the current rate of 2.5% to nil, which has not been considered. The Metal Recycling Industry could have received a major boost had the duties been rationalized, as these are vital raw material for secondary metal producers and are not available in India in required quantity."


Pramoud Rao, Promoter Managing Director, Zicom Group, said, "The highlight of the Budget was its special thrust on agriculture and measures taken to double the income of farmers. In this Budget we can see a lot of focus on rural areas. The crop insurance scheme and other allocations show the government's tremendous thrust on improving farmers welfare. The linking of rural roads, 100% electrification by 2018 and a lift in farmers income are positive signs. I feel, even if you double the farmers income, it would stand less than 20,000. It could have increased more. But whatever that has been announced for rural improvement should be welcome".

சமையல் காஸ் வாடிக்கை யாளர்களுக்கு நேரடி மானிய திட்டத்தை நாங்கள் அமல் படுத்தினோம். அதற்கு பெரும் வரவேற்பு கிடைத்தது. அந்த வெற்றியின் அடிப்படையில் இப்போது உரத்துக்கு அளிக்கப் படும் மானியத்தையும் விவசாயி களின் வங்கிக் கணக்கில் நேரடியாக செலுத்தும் திட் டத்தை கொண்டு வர முடிவு செய்துள்ளோம்.

இயற்கை முறையில் மா சாகுபடி: 100 விவசாயிகளுக்குப் பயிற்சி

இதுகுறித்து மாவட்ட தோட்டக் கலைத் துறை அலுவலர்கள் கூறியதாவது: தேசிய தோட்டக் கலை இயக்கத் திட்டத்தின் கீழ் பாரம்பரிய முறையில் ரசாயன உரம் மற்றும் பூச்சி மருந்துகளை பயன்படுத்தாமல் இயற்கை வழியில் ஏற்றுமதி தரத்திலான மாம்பழங்கள் சாகுபடி செய்வதை ஊக்குவிப்பதற்கு பெரியகுளம், ஆண்டிபட்டி ஆகிய பகுதிகளில் தலா 50 ஏக்கர் பரப்பளவில் செயல் விளக்கத் திடல் அமைத்து, தலா 50 விவசாயிகளை கொண்ட 2 குழுக்கள் அமைக்கப்பட்டுள்ளன. இக்குழு உறுப்பினர்களுக்கு இயற்கை வழியில் மாம்பழங்கள் சாகுபடி செய்யவும், மண் புழு உரம், உயிர் உரம் தயாரிப்பது குறித்தும் பயிற்சி அளிக்கப்பட உள்ளது. பயிற்சி பெற்ற குழுக்களுக்கு பாரம்பரிய முறையில் இயற்கை வழியில் மாம்பழங்கள் சாகுபடி செய்ய தலா ரூ.6.5 லட்சம் நிதி உதவி வழங்கப்படும். இயற்கை வழியில் உற்பத்தி செய்யப்பட்ட மாம்பழங்களை ஏற்றுமதி செய்வதற்கு மத்திய அரசு நிறுவனம் மூலம் அனுமதி பெற்றுத் தரப்படும் என்றனர்.

வேளாண் துறைக்கு ரூ.44,485 கோடி ஒதுக்கீடு:ரூ.9 லட்சம் கோடி வேளாண் கடன் வழங்க இலக்கு



மத்திய பட்ஜெட்டில் வேளாண் துறைக்கு ரூ.44,485 கோடி ஒதுக்கீடு செய்யப்பட்டுள்ளது. இந்தத் தொகை, கடந்த ஆண்டு பட்ஜெட்டை (2015-16) ஒப்பிடும்போது இருமடங்கு அதிகமாகும். மேலும், எப்போதுமில்லாத அளவுக்கு 2016-17ஆம் நிதியாண்டில் ரூ.9 லட்சம் கோடி வேளாண் கடன் வழங்கவும் இலக்கு நிர்ணயிக்கப்பட்டுள்ளது.
இதுதொடர்பாக மத்திய நிதியமைச்சர் அருண் ஜேட்லி, தனது பட்ஜெட் உரையில் மேலும் கூறியதாவது:
நாட்டின் முதுகெலும்பாக உள்ள விவசாயிகளின் நலனைக் கருத்தில் கொண்டு, வரும் 2022ஆம் ஆண்டுக்குள் அவர்களின் வருமானத்தை இரட்டிப்பாக்க திட்டமிடப்பட்டுள்ளது. அதன்படி, 2016-17ஆம் நிதியாண்டில் வேளாண்மை மற்றும் விவசாயிகள் நலன்சார்ந்த பல்வேறு திட்டங்களுக்கு மொத்தம் ரூ44,485 கோடி ஒதுக்கீடு செய்யப்பட்டுள்ளது.
பிரதமரின் பயிர்க் காப்பீட்டுத் திட்டத்துக்கு ரூ.5,500 கோடியும், வேளாண் கடன் வட்டிக்கான மானியத்துக்கு ரூ.15,000 கோடியும் ஒதுக்கப்பட்டுள்ளது. மேலும், பருப்பு வகைகளின் உற்பத்தியைப் பெருக்க ரூ.500 கோடி ஒதுக்கீடு செய்யப்பட்டுள்ளது.
வேளாண் நிலங்களுக்கான நீர்ப்பாசன வசதியை துரிதப்படுத்தும் திட்டத்தின்கீழ் (ஏஐபிபி) அடுத்த 5 ஆண்டுகளில் 89 திட்டங்கள் செயல்படுத்தப்படும். இவற்றில் 23 திட்டங்கள், அடுத்த நிதியாண்டுக்குள் நிறைவேற்றப்படும்.

பெரிதும் எதிர்பார்க்கப்பட்ட வருமான வரி உச்ச வரம்பு உயர்வு குறித்த அறிவிப்புகள் பட்ஜெட்டில் இடம்பெறவில்லை. அதேவேளையில், வருமான வரி விதிப்பு விகிதங்களில் மாற்றம் எதுவும் செய்யப்படவில்லை.
எதிர் வரும் 2016-17-ஆம் நிதியாண்டுக்கான பட்ஜெட்டை நாடாளுமன்றத்தில் மத்திய நிதியமைச்சர் அருண் ஜேட்லி திங்கள்கிழமை தாக்கல் செய்தார்.
பாஜக தலைமையிலான தேசிய ஜனநாயகக் கூட்டணி அரசு ஆட்சிப் பொறுப்பேற்ற பிறகு தாக்கல் செய்யப்படும் மூன்றாவது நிதி நிலை அறிக்கை இதுவாகும்.
இந்த முறை பெருநிறுவனங்களுக்கு பெரிய அளவில் சலுகைகள் எதுவும் வழங்கப்படாத போதிலும், தொழில் முதலீடுகளை ஈர்க்கும் வகையிலான அறிவிப்புகள் வெளியாகியுள்ளன. பட்ஜெட்டில் இடம்பெற்றுள்ள முக்கிய அம்சங்களின் விவரம்:
வரி விலக்குச் சலுகை: வாடகை வீட்டில் வசிப்போருக்கு வருமான வரி தாக்கல் செய்யும்போது அவர்களுக்கு வரி விலக்குச் சலுகையாக ரூ.24,000 வழங்கப்பட்டு வந்தது. அது, தற்போது ரூ.60 ஆயிரமாக உயர்த்தப்பட்டுள்ளது.
ரூ.35 லட்சத்துக்கும் குறைவாக கடன் பெற்று முதல் முறையாக வீடு வாங்குபவர்களுக்கு கூடுதலாக ரூ.50,000 வருமான வரி விலக்குச் சலுகை வழங்கப்படும் என அறிவிக்கப்பட்டுள்ளது.
ஆண்டு வருமானம் ரூ.5 லட்சத்துக்கும் குறைவாக இருப்பவர்களுக்கான வருமான வரி விலக்குச் சலுகை ரூ.2 ஆயிரமாக இருந்தது. பட்ஜெட்டில் அந்த வரம்பு ரூ.3 ஆயிரமாக உயர்த்தப்பட்டுள்ளது.
தொழில் முதலீட்டுக்கு உகந்த சூழலை உருவாக்குவதற்காக புதிய நிறுவனங்களுக்கு விதிக்கப்படும் பல்வேறு வரி விதிப்புகளை ரத்து செய்யத் திட்டமிடப்பட்டுள்ளது. ஆண்டுக்கு ரூ.50 கோடிக்கும் குறைவாக வசூலாகும் 13 வரி விதிப்புகள் ரத்து செய்யப்பட்டுள்ளதாக பட்ஜெட்டில் அறிவிக்கப்பட்டுள்ளது.
விவசாயிகள் நலன்: நாட்டின் வளர்ச்சிக்கு முதுகெலும்பாகத் திகழும் விவசாயிகளின் வாழ்வை மேம்படுத்துவது அவசியம் என்று நிதி நிலை அறிக்கை தாக்கல் செய்தபோது கூறிய அருண் ஜேட்லி, வேளாண் துறைத் திட்டங்களுக்காக ரூ.44485 கோடி ஒதுக்கீடு செய்யப்படும் என்று அறிவித்தார்.
அடுத்த நிதியாண்டுக்குள் ரூ.9 லட்சம் கோடி விவசாயக் கடன் வழங்க இலக்கு நிர்ணயிக்கப்பட்டுள்ளதாகவும் அவர் தெரிவித்தார்.
வரும் ஜூன் 1-ஆம் தேதி முதல் அனைத்து சேவை வரிகளுடனும் கூடுதலாக "கிருஷி கல்யாண்' (விவசாயிகள் நலன்) எனப்படும் 0.5 சதவீத உபரி வரி (செஸ்) வசூலிக்கப்படவுள்ளது. அந்தத் தொகையை விவசாயிகள் நலத் திட்டங்களுக்கு செலவிடப்படப் போவதாக பட்ஜெட்டில் தெரிவிக்கப்பட்டுள்ளது.
ஊரக மேம்பாடு மற்றும் உள்கட்டமைப்பு: கிராமப்புற மேம்பாடுக்காக பட்ஜெட்டில் ரூ.87,765 கோடி ஒதுக்கீடு செய்யப்பட்டுள்ளது. மகாத்மா காந்தி ஊரக வேலைவாய்ப்புத் திட்டத்துக்காக ரூ.38,500 கோடி ஒதுக்கப்படும் என்றும் அறிவிக்கப்பட்டுள்ளது.
கிராமங்களில் வசிக்கும் ஏழைப் பெண்கள் 5 கோடி பேருக்கு சலுகை விலையில் சமையல் எரிவாயு இணைப்பு வழங்கப்படும் என்றும், அதற்காக ரூ.2,000 கோடி ஒதுக்கப்பட்டுள்ளதாகவும் பட்ஜெட்டில் குறிப்பிடப்பட்டுள்ளது.
இதைத் தவிர சாலைத் திட்டங்கள் உள்பட உள்கட்டமைப்பு மேம்பாட்டுக்காக ரூ.2.21 லட்சம் கோடி நிதி ஒதுக்கீடு அறிவிக்கப்பட்டுள்ளது.
புகையிலைக்கு கூடுதல் வரி: சிகரெட் உள்ளிட்ட புகையிலைப் பொருள்களுக்கு கூடுதலாக 5 சதவீதம் கலால் வரி விதிக்கப்பட்டுள்ளது. அதேபோல், கார்கள் உள்ளிட்ட வாகனங்களுக்கு, அடிப்படைக் கட்டமைப்பு மேம்பாட்டுக்காக 1 முதல் 4 சதவீதம் வரை கூடுதல் வரி (செஸ்) விதிக்கப்பட்டுள்ளது. பொதுத் துறை வங்கிகளை மேம்படுத்தும் நோக்கில் அவற்றில் மறு மூலதன முதலீடு செய்வதற்காக ரூ.25,000 கோடி ஒதுக்கப்பட்டுள்ளது.
திறன் மேம்பாடு: 76 லட்சம் இளைஞர்களுக்கு தேசியத் திறன் மேம்பாட்டு நிறுவனம் வாயிலாக பயிற்சி அளிக்கப்படும் என்றும், 1,500 பல்திறன் மேம்பாட்டு பயிற்சி நிறுவனங்கள் அமைக்கப்படும் என்றும் பட்ஜெட்டில் தெரிவிக்கப்பட்டுள்ளது.
2018-ஆம் ஆண்டு மே 1-ஆம் தேதிக்குள் அனைத்து கிராமங்களிலும் மின்சார வசதி அளிக்கப்படும் என்று நிதிநிலை அறிக்கையில் உறுதியளிக்கப்பட்டுள்ளது. ஒவ்வொரு குடும்பத்துக்கும் ரூ.1 லட்சம் மதிப்பில் மருத்துவக் காப்பீடு வழங்கப்படும் என்ற அம்சமும் பட்ஜெட்டில் இடம்பெற்றுள்ளது.
பட்ஜெட் தாக்கலின்போது பேசிய அருண் ஜேட்லி, "சரக்கு - சேவை வரி (ஜிஎஸ்டி) மசோதா மற்றும் நிறுவன திவால் மசோதா ஆகியவற்றை நாடாளுமன்றத்தில் நிறைவேற்றுவதற்கு மத்திய அரசு முக்கியத்துவம் அளித்து வருகிறது; ஆதார் அட்டைக்கு சட்ட அந்தஸ்து வழங்கப்படும்' என்றும் அறிவித்தார்.

Silent indoor killers: Is your air freshener risking your health?

You pay a heavy price to keep your house smell-free. The cost of using scented candles to keep your house smelling fresh is much higher than you think, according to a recent study. New report from the Royal College of Physicians and the Royal College of Paediatrics and Child Heath has dubbed lemon and pine air fresheners; solvents seeping slowly from plastics, paints and furnishings; composite wood furniture and fittings; household cleaning products and DIY sealants and fillers; foam insulation, insecticides, scanners, joss sticks, open fires, deodorants, dust mites, mould and dander from dogs and cats as silent indoor killers.
The University of Southampton’s Stephen Holgate, an asthma expert at who led the report, said that people should live more like grandmothers and throw open the windows of the homes for a few minutes every day, the Guardian reported.
He added that there has been little scientific investigation of indoor air pollution because it is an unseen problem, He says there is a reluctance to “interfere with industry”, too.
Holgate noted that until there is more evidence, we should use fewer domestic chemicals, adding that there are 15,000 chemicals circulating in an average human. “We can’t introduce laws to control what people do in their houses, but we can make people aware,” says Holgate. He hopes that more people will buy portable air-pollution monitors, which work with apps to measure air quality - a bit like personal fitness-monitors. Once we can measure bad air, we can avoid it. “That’s real people power,” says Holgate. “That’s going to change things.”

Believe it or not! Coffee reduces liver cirrhosis risk by 44%



You’ve heard several people tell you to cut down your coffee intake because it is addictive. Now, listen to this--a new study has found that regular consumption of coffee may reduce the risk of liver cirrhosis by 44 per cent and may nearly halve the risk of dying from the disease.
In patients with cirrhosis, the liver becomes scarred often as a result of long-term and persistent injury from toxins like alcohol and viral infections like hepatitis C.
It may be fatal due to an increased risk of liver failure and cancer, researchers said.
They conducted a meta-analysis of nine long-term studies involving half a million men and women, and found that an extra two cups of coffee per day may reduce the risk of cirrhosis by 44 per cent, and it may nearly halve the risk of dying from cirrhosis.

“This could be an important finding for patients at risk of cirrhosis to help to improve their health outcomes,” said Kennedy. The findings were published in the journal Alimentary Pharmacology and Therapeutics.
“Coffee appeared to protect against cirrhosis,” said Oliver Kennedy from University of Southampton in UK.

7 mistakes even healthy eaters make


People take the first step of vowing to eat well, but the problem after that is that they don't learn from their mistakes and within a month or so, they return to their poor eating habits. Here are seven of the most common diet mistakes...

1. Not eating enough protein during breakfast

You decide to eat healthy and choose a bowl of cereal with non-fat milk and a banana. An hour later, you start complaining of hunger pangs. The protein from milk is not going to keep you full until lunchtime. So, add a healthy fat to the cereal mix, like slivered almonds, or consume a little extra protein — like a hard-boiled egg. It can make a big difference in your satiety level.

2. Having a snack

Most nutritionists recommend a mid-morning snack if it's going to be more than four hours between breakfast and lunch. But often, people misjudge the size of their snack and create another meal. Remember, a snack is a mini-meal, and it ought to be less than 200 calories. Plus, it should contain protein, healthy fat or both. If you aren't really hungry, there's probably no need for a snack at all.

3. Eating a salad for lunch

Dieters often boast of eating salads for lunch, assuming that they are following the number one weight-loss rule. But some salads are healthy, and some are not-so-healthy. Croutons, bacon bits, lots of cheese and a creamy dressing could lead to a diet disaster. And too much chicken, avocado and olive oil can push it over the edge.

4. Keeping carb off your dinner plate

Believe it or not, you can lose weight and enjoy carbs at dinner. Many people think that adding protein is better than adding carbs. However, this doesn't always work out well. For example, a plain 225-gm chicken breast has around 375 calories, but if you were to eat a 113-gms serving and add a half cup of brown rice, you would save about 78 calories. Besides saving calories, you'll also be getting fibre, which overall aids weight loss.

5. Avoiding 'bad' foodsAsk yourself: What do you love to eat? It's important to continue to eat what you really love. Whenever someone completely avoids the foods they love, they inevitably feel deprived and give up on healthy eating. The key is to find a way to keep favourites in the mix without sabotaging weight-loss goals. For example, occasionally have a slice of pizza for lunch with a side salad, so that you don't wind up wanting to sit down for an entire pie.

‘Power bowls’ are city’s new health fix


The next time you're about to eat, lay the table and take out some bowls! That's the new craze to eating right now, which can be found in this single round piece of crockery. From sauteed vegetables to lentils with rice, pulaos, salads and ramen, folks are putting their complete meal into it. Called 'bowl food' or power bowls, the culinary trend has become so popular that the internet has been flooded with people hash tagging their #bowlfood pictures on photo-sharing sites. Well-known foodie Nigella Lawson is so taken up by the fad that she calls herself a 'self-confessed bowl addict' and says, "If I could, I'd eat everything out of a bowl." Much like hitting the 'refresh' button on your next meal, here's what the trend is about...



Healthy, based on macrobiotics
Loaded with a variety of ingredients, power bowls are served hot or cold and there is apparently a science to the 'perfect bowl'. It is based on the system of macrobiotics, which is about a perfectly balanced plate. "The power bowl is extremely healthy, especially for those on the go. It should have four elements — a whole grain, a bean dish or tofu or fish. It should have a lot of round and root vegetables, which give sustained energy, one leafy green to make it choloroyphyll-rich and full of magnesia and a dollop of something fermented like a pickled cabbage or kimchi," says macrobiotic nutritionist, Shonali Sabherwal. Earlier, people were putting their granolas, muesli and smoothies into bowls, but now the concept is being tweaked to put a whole lot more into the bowl. Says city-based blogger, Purabi Naha, "Apart from ramen noodles, I have prepared savoury oats in a bowl, where I added a boiled mixture of chicken stock, sugar snap peas mushroom and chicken to oats. I also did couscous with meat in a bowl and it was soul-satisfying." Rather than a plate where you're pushing everything to the middle, a bowl brings everything together. Adds executive Ritika Mohanty, "It's a neat way to eat. There's no spillage since bowls hold grains, seeds and sauces so well."

Will double farm income by 2022

Prime Minister Narendra Modi on Sunday urged the State governments to give priority to agriculture even as he pledged to “double the income of farmers” by 2022, to mark India’s 75 years of independence.
To attain that goal, Mr. Modi said the Centre had adopted a scientific approach to farming and urged farmers to utilise the various agricultural initiatives introduced by his government.
“Today, the farmer is facing numerous challenges. The family size is increasing and land is being divided into smaller units. The share of each family member is shrinking. The farmer is wondering if in future he will have enough land to divide further...but these challenges can be transformed into opportunities,” Mr. Modi said at a Kisan Kalyan rally in Bareilly.
Fleshing out a formula for productive agriculture, Mr. Modi stressed the need to divide farming practices into three sectors, traditional farming, tree or timber plantation (along the periphery and borders of fields) and livestock rearing.
“We have to import large quantities of timber each year. If farmers plant timber on the outer edges of their fields, in 15-20 years they will see results. You can sell a tree and use the amount to get your daughters married,” Mr. Modi said.
Mr. Modi said that whenever States had taken interest in agriculture, an unprecedented growth was achieved.
The Prime Minister praised the Shivraj Singh Chouhan-led government for its irrigation and farming schemes for the turnaround in the agriculture sector.
Stating that farmers could no longer sustain their families through farming alone, and were now sending their children to work in cities, Mr. Modi said to ensure the economic growth of the country, focus needed to be given to all “three pillars,” agriculture, manufacturing and service sectors. He saw tourism as an avenue for jobs in rural areas.
Listing the Centre’s steps to get better prices for farmers, Mr. Modi hit out at the State governments for misusing funds allocated for the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS).
